The quest has been found in the dats now and is actually REALLY easy.
New limit break-
Client Nomad Moogle ( Grand Duke Palace,m Ru'Lude Gardens)
5 Kindred Seals and 3 Merits points are needed.

Summary
Has the enigmatic nomad moogle truly ascertained ancient secrets that will allow you to exceed long-standing limits? Acquire 5 Kinderd's Seals and Three merit points and see for yourself!

Hey...I got 3 merit points. Dunno about the K seals though. I'm sure I got a couple sitting around somewhere. @.@

If you need K seals you can pull them out from the storage guy, least I seem to remember that option last time I talked to him

You can. They allow you to take BS/KS back since they let you "buy" entry to the mini-expac final fights with BS.
